Changes

Disabled unattended-upgrades service prior to starting the upgrade.
Enabled unattended-upgrades service after completing the upgrade.
Added update of all ubuntu packages to upgrade process.
Forces ValtUpgrade script to run in screen.
Moved update of PHP to version available on ondrej repos to start of update process.

Bug Fixes

Corrected the php.ini on some valt systems limiting the size of uploaded files.
